quostion therefore arises whether the Ruler should say some
thing on that occasion about Fasht Bu Saafa,
5. Another reason for' urgency is that if Bahrain
is going to get any part of Fasht Bu Saafa the Company
would not wish to (probably) waste time and money drilling
in Fasht Adham. • .

6. Very early decision is therefore required whether.
it will bo best to proceed witli regard to Fusht Bu Saafa
boundaries by means of
(a) arbitration and, if so, how to bring it about or
(b) personul approach and, if so, whether by the Rulor
on his visit or by us on conclusion of the Oman
arbitration agreement und whether, if personal
approach fulls to secure the whole area for
Bahrain, neutral zone or some similar oil slwring
arrangement should be tried,
7. The Ruler wus previously unwilling to make personal
approach himself. I do not think we should pi’css him to do
so. But he may usk us what to do if Baud raises the question
or [gp, undeo.] he muy change his mind and ask for advice on
how to raise it himself; we must therefore he in a position
to advise him for or against arbitration und alternative
methods of settlement.
