Mr. Skinnor calculated that if thoso
proposals wore adopted the Bahrain Government
would obtain an additional sum of nearly £450,000
a yoar on the rated throughput of the refinery.
The actual throughput was usually somewhat larger.
Under this arrangement the Bahrain Government
would benefit from the throughput not only of
imported oil but also of oil produced in Bahrain,
the refining of which at present produces no
direct benefit to the Bahrain Government. If
my calculations are accurate the benefit per
unit to bo derived by the Bahrain Government
would bo somewhat less than that to be derived
by tho Persian Government from refining operations
under the Consortium Agreement, but in view of
what is suited in the third paragraph of your
despatch under reference I assume that this
variation would bo acceptable.
3. I informed Mr. Skinner of tho subs lance of
your despatch and said that I was gratified to
note the remarkably close measure of agreement
between us and his Company about the attitude
which they should adopt in this matter.
4. Mr. Skinner is anxious that tho proposed
change should take place during the present year
