作落到每一天、各环节。各地各职能部门要落实安全生产“党政同责、一岗双责、齐抓共管、失职追责”和“管行
业必须管安全、管业务必须管安全、管生产经营必须管安全”要求，提高政治站位、强化责任担当，推动构建风险

分级管控、隐患排查治理双重预防机制，坚决守住不发生重特大事故的底线。
