What a Christian Believes

Acts 10 v44 '..Whilst Peter was speaking..., the Holy Spirit
came on all who heard the message.'

The Spirit is described as being drunk in, poured out and
                coming down on.

When Jesus Baptises a christian it is thoroughly and
completely on both the inside and the outside.

 To whom is it adminstered?

Throughout the Bible, the HOLY SPIRIT has moved in the
lives of many peoples and nations. But when He submits
Himself to be the means by which Jesus baptises people,
then it is to those who have been BORN AGAIN that will
                receive this Baptism.
Evidence of this can be found when Peter, after the
resurrection of Jesus, preached in a public place in
Jerusalem, to a large crowd. As he came to the end of the
message of Jesus dying on the cross in their place, many
called out "what shall we do?" Peter replied in Acts 2
v38,39 'repent and be baptised everyone of you for the
forgiveness of your sins and you will receive the gift of
                the Holy Spirit.

IT IS ONLY FOR PROFESSING BELIEVERS.

If this is the case that it is for all professing believers, i.e.
christians, why have some christians, who have had the
HOLY SPIRIT in their lives since they first believed, not been
                BAPTISED IN THE HOLY SPIRIT?

The answer is found in Acts 19 v1,2 '...Then Paul found
some disciples and asked them "did you receive the Holy
Spirit when you believed?" They answered "No, we have
