The key was then, and is the same now, that it is possible to
be a christian and believe in the saviour, Jesus Christ but to
have not been Baptised in the Holy Spirit because it has not
been taught or explained about clearly.
When these same people were taught correctly by Paul it
goes on to say in Acts 19 v6 'When Paul laid his hands on
them, the Holy Spirit came on them...'
Having understanding and then asking Jesus, are the
only requirements for a professing believer to have the
Holy Spirit come on them in Baptism.
What is the purpose?
When considering this question, it has to be made clear that
there are varied works of the Holy Spirit in the lives of
Christians.
When Jesus asked His Father to send the Holy Spirit, He
knew that the Father would do it. Jesus explained the
character of His Heavenly Father to those listening, in
Matthew 7 v11 'If you then, though you are evil, know
how to give good gifts to your children, how much more
will your Father in heaven give good gifts to those who
ask Him.'
Already, when someone is born again, he or she is full of the
Spirit, because the HOLY SPIRIT has come to live in them.
John 14 v16,17 'And I (Jesus) will ask the Father, and He
will give you another Counsellor to be with you for ever,
the Spirit of Truth.........for He lives with you and WILL BE
IN YOU.'
