violence since 1991 and 2013 respectively. The chapter identified nine fundamental issues that
warrant redress or possible reforms associated with sustainable peace and development. It is on

that basis that the next chapter looks at how the comprehensive peace agreement and SPLM was
arrived at and formed the basis of the new state together with power struggles within the SPLM
to capture and retain power.
