NPAS Guide for Managers 8
Committee members assigned to review an internal portfolio will submit a decision within 14 days. External
applications (expanded resume and letter of recommendation) are reviewed within 1 business day of submission.
Portfolio Verification Outcomes
If the committee member verifies that the portfolio meets the Standards and Behaviors for the position, NPAS
Administrative Support will notify the hiring manager of the decision.
If the committee member needs additional information to verify the applicant’s portfolio meets the Standards
and Behaviors of the desired promotion, they may do one of the following:
• Reach out to the applicant and/or manager to request revisions or additional information. After
requested revisions are received, the committee member will decide on the portfolio.
• Request a second review by another NPAS committee member. The second review will be completed
within seven days.
If critical pieces of information are absent from the portfolio, the committee member may return the portfolio for
not meeting the Standards and Behaviors for advancement. The NPAS Chair will email the hiring manager with the
committee’s decision.
Note: Portfolios returned for missing critical pieces may be resubmitted for review at any time once
revisions are made, if supported by the hiring manager.
If the candidate is not able to advance per the requirements, the hiring manager is responsible for notifying NE/HR
recruitment.
Lateral Transfer of CN III or CN IV
Lateral transfers at the same job class (i.e. CN III to CN III) across departments do not require portfolio verification
or review by the NPAS Committee.
Note: CN III/CN IV transfers must meet the job expectations for their respective job class in the new unit
within six months of successful completion of unit orientation.
Transfers across units or service lines that result in a promotion (e.g. CN II to CN III, CN III to CN IV) must follow the
Application and Promotion Process for Internal Candidates outlined above.
Change in Classification to a Lower Level of the Clinical Ladder
For voluntary changes in classification to a lower level of the clinical ladder (i.e. CN IV to CN III, CN III to CN II), pay
will be decreased by the amount of the relinquished advancement.
Note: If the pay level is still above the maximum for the new range, pay will be reduced to the range
maximum.
An employee may request a change in classification to a lower level by submitting a written/signed request to step
down to NE/HR Recruitment and completing the necessary HRx forms.
Involuntary changes in classification to a lower level will follow the UNC Health Care System Corrective Actions
policy.
