BOARD PAPER

Agenda Item: ATPA Subcommittee – ATPA Public Awareness Working Group

               Author: Reg Phillips

Date of Meeting: July 23, 2020

Type of Report: For Information Only

               Announcing New ATPA Working Group:

               Chair: Amanda O’Halloran, AZ
The purpose of the subcommittee would be to develop a strategic plan and best practices on a public
education outreach, collating and identifying various programs used by the ATPA's.

Problem Statement: Auto Theft Prevention Agencies across the country engage in different auto theft
prevention campaigns. This creates lack of messaging cohesiveness and uniformity – or shared theme of
raising awareness on the implications of vehicle crimes occurring internationally and nationally.

Goal: To develop a centralized theme that captures the varieties of ATPA motor vehicle crime prevention
messages, tips, campaigns, public awareness education and outreach – a theme that creates a brand of
messaging for auto theft locally, nationally and internationally. Create a shared theme that provides
consistency in messaging across multi-media platforms.

               Objectives (Strategy Approach):
               • Conduct a needs assessment by identifying current campaigns, programs or projects focusing on auto
theft, as public education or awareness mechanisms utilized by ATPAs in general.

               • Identify target audience, the stakeholders to be engaged in this awareness project, including the
ATPA’s, IAATI Board, Chapters and Branches.

               • Develop a concept, brand awareness that captures a shared theme for public awareness (Watch Your
Car, Lock-It-or-Lose-It, 9 PM Routine, use of stars, Watch-Your-Tail, Puffer Campaign, National Auto
Theft Prevention Month, Take Lock and Conceal (TLC or Hide), etc.)

               • Develop a ATPA Best Practices for Public Awareness and Outreach. “Public Outreach” for the purpose
of this document is defined as the act of distributing educational material to inspire change and
reactiveness among communities (social groups, neighborhoods, cities, counties, states, countries).
