The ATPA Committee has reviewed and with a unanimous vote has accepted Frank’s excellent Scholarly
Research paper regarding the “Transition to NIBRS”.
This report provides information and resources for ATPA's to understand the difference in transitioning
the Uniform Crime Report with incident‐based reporting versus summary reporting.
The research also provides information for newly created FBI Crime Data Explorer, which allows the ATPA
to identify the level of NIBRS reporting for each state, as well as observe data to be portrayed through
graphical representation, statistical analysis or data mining capabilities.
The next working topic for this working group is in discussion as we evaluate the issues on the table and
the starting date for our next topic will be expected to begin this fall.
