                 e)  If there is a deadlock, either or both parties may appeal to the Public Sector Labor
                     Management Council (PSLMC) through the Office for Personnel Relation, which in turn,
                     shall submit to the PSLMC its comments within five (5) working days after receipt of
                     the complaint.

                 f)  If the aggrieved party is not satisfied with the oral decisions, he/she may submit his
                     grievances in writing within five (5) working days from receipt of the oral decision of
                     his immediate supervisor, who shall forward the grievance with his comments within
                     five (5) working days to next higher supervisor, as the case maybe, who shall, within
                     five (5) working days from receipt thereof, inform the employee in writing through the
                     immediate supervisor of his decision.  Provided, however, that where the object of the
                     grievance is the immediate supervisor, the complainant may bring the grievance to the
                     next higher supervisor who shall take proper action within five (5) working days from
                     receipt of the complaint.

                 g)  If the complainant is not satisfied with the decision of the higher supervisor, he may
                     appeal  his  Grievance  Committee  within  five  (5)  working  days  from  receipt  of  the
                     decisions,  through  the  higher  supervisor.  The  higher  supervisor  shall  make  the
                     necessary comments and forward the grievance within five (5) working days to the
                     Grievance Committee who shall take proper action within ten (10) working days from
                     receipt of the grievance and conduct an investigation and hearing.

                 h)  If  the  concerned  party  is  not  satisfied  with  the  decision  of  the  Campus  Grievance
                     Committee, he/she may elevate it to the University Grievance Committee. Together
                     with the appeal, the aggrieved party shall submit a certification on the final action on
                     the Campus Grievance Committee.


               V.  APPEAL

                       If the complainant is still dissatisfied with the decision of the Grievance Committee,
               he/she may appeal the decision, to wit:

               i.  Within ten (10) working days from receipt, he/she may elevate the case to the President
               of  the  University  through  the  President  of  the  Association  or  its  authorized  representative
               within five (5) working days from the  receipt  of  the  decision.  The  Grievance  Committee shall
               furnish the University President a copy of the comments on  the  grievance.  The University
               President shall issue decision to the case within  five  (5)  working  days  from receipt of the
               complaint.

               ii.  If the aggrieved party is still not satisfied with the decision of the President, he/she may
               appeal the decision within ten (10) working days to the Board of Regents of the University.
