              2. Jurisdiction Over Parties


              2.1 Jurisdiction over parties may be exercised:


                      2.1.1 By consent of the parties to submit the dispute to the tribunal;


                      2.1.2 When there is a substantial connection between the forum state

                             and the party or the transaction or occurrence in dispute. A
                             substantial connection exists when a significant part of the

                             transaction or occurrence occurred in the forum state, when an

                             individual defendant is a habitual resident of the forum state or

                             a jural entity has received its charter of organization or has its

                             principal place of business therein, or when property to which
                             the dispute relates is located in the forum state.
