flies and other insects resulting in spread of various diseases. Incidences of fire are
most of times seen at the waste dumping sites. It leads to the contamination of soil, air,
surface and ground water. However, with the help of adequate information, resources,
and efficient management practices, one can turn solid waste into a useful resource.
As most of the municipalities india started dumping of garbage on open land about
1950’s and there was no stringent norms on solid waste management, many open solid
waste dumpsites in India do not have an engineered liner system, leachate collection
system (LCS), or an appropriately designed cover system, thus posing a threat to the
environment and human health. Such dumpsites should be immediately closed to
minimize their impact on land, groundwater, and surface water quality and on air quality
in the vicinity of the dumpsite. Repeated burning of wastes on dumpsites cause
deleterious environmental impacts.
1.2 PROJECT BACKGROUND AND SCOPE
The Rishikesh Nagar Nigam (RNN) is a Statutory Body responsible for Municipal
Solid Waste (MSW) management in Rishikesh. RNN provides all basic
comprehensive services to the citizens of Rishikesh such as water supply,
collection of sewage, solid waste management, building of roads and
transportation, street lighting and providing medical and educational facilities.
Since 1980s, the dumping ground at Govind Nagar, Purani Chungi, Haridwar Road
has been used as MSW disposal site for the waste generated in Rishikesh.
However, this dumping ground site belongs to a private party (Mahant’s land). As

CITY the dumping ground is located at the centre of the town amidst thickly populated
area, grievance such as contaminated groundwater, fires, smoke, flies, bird
menace and foul odour are common.
The landlord of the dumping ground site has brought a Court Order to vacate the
mentioned site at the earliest. “Solid Waste Management Rules, 2016” (SWM
Rules, 2016) has made Solid Waste Management (SWM) mandatory for
compliance by all the Urban and Local Bodies. SWM includes all activities that
seek to minimize the health, environmental and aesthetic impacts of solid wastes.
To mitigate the environmental issues prevailing in and around the Govind Nagar
dumping ground and reclaim the entire site, RNN intends to undertake an
appropriate project within the framework of SWM Rules, 2016.

No. 1119/31/Solid Waste/S.B.M./2016-17, dated 15 Dec 2018, appointed TATA
Consulting Engineers Limited (TCE) as the Consultant to provide Technical
Assistance to UDD, Uttarakhand with respect to the SWM Schemes identified for
Uttarakhand Urban Local Bodies (ULBs) under Uttarakhand Urban Sector
Development Investment Program (UUSDIP).
