(i)   Reduction  of  waste  by  bio  mining  and  waste  processing  followed  by
                            placement of residues in new landfills or capping as mentioned in (ii)

                       (ii)   Capping  with  solid  waste  cover  or  solid  waste  cover  enhanced  with
                            geomembrane  to  enable  collection  and  flaring  /  utilisation  of  greenhouse
                            gases.

                       (iii)  Capping  as  in  (ii)  above  with  additional  measures  (in  alluvial  and  other
                            coarse grained soils) such as cut-off walls and extraction wells for pumping
                            and treating contaminated ground water.
                       (iv)  Any other method suitable for reducing environmental impact to acceptable
                            level.

               1.5 PROJECT FORMULATION JUSTIFICATION (NEED FOR THE PROJECT)

                       The scientific closure and rehabilitation of old dumps is important component  of
                       overall  municipal  solid  waste  management  of  the  city.  To  compliance  with  this
                       aspect of MSW management, Urban Development Department, Uttarakhand has
                       taken up the step to rehabilitation of old dumpsites of ULB’s.


                      The  DPRs  shall  comply  with  the  SWM  Rules  2016  and  as  per  the  Manual  on
                      Municipal Solid Waste Management published by CPHEEO, the Ministry of Urban
                      Development  GOI  including  Hon’ble  Lok-Adalath  and  National  Green  Tribunal
                      directives.
                      The present assignment is for the preparation of Detailed Project Report (DPR) for
                      reclamation  of  existing  solid  waste  dumping  ground  at  Rishikesh.  The  DPR  is
                      prepared after detailed study of scenario of existing dumping ground in Rishikesh.
