                3.0  PROFILE OF EXISTING DUMPING GROUND

               3.1      LOCATION
                      Govind  Nagar  dumping  ground  (30o06’07.2”N,  78o17’24.0”E)  at  Purani  Chungi,
                      Haridwar Road is located very close (about 500 m.) to the RNN office. Ownership
                      of  the  dumping  ground  is  not  with  RNN.  The  survey  numbers  of  the  dumping
                      ground land are yet to be known.

               3.2 SITUATION ANALYSIS
                      A Team of Professionals from TCE made site visit (on 18-03-2019 & 26-03-2019)
                      to understand the features of the dumping ground. Visits were aimed at collecting
                      information, discussions with field personnel of RNN, understanding the topology
                      and  geology  of  the  dumping  ground  and  drainage  pattern  in  and  around  the
                      dumping ground.

               The salient features of the Govind Nagar dumping ground are summarized below:
               1.    The Site has been used as MSW disposal Site for Rishikesh from 1980’s.  The site is
                     located  at the  centre  of  the  town  amidst thickly  populated  area.  Major  settlement  is
                     observed in north-east and north-west side of the site. River Ganges flows at about 50
                     m.  from  the  dumping  ground  in  the  southern  side.  Few  small-scale  commercial
                     establishments were observed to be within/ intruding into the dumping ground at north-
                     west and south side.
               2.    The  waste  has  been  dumped  indiscriminately  on  fairly  even  ground  with  maximum
                     waste  height  of  about  3-4  m  in  an  area  of  about  4  Hectare.  However,  the  exact
                     footprint  of  waste  dump  could  not  be  verified  in  absence  of  land  records/  physical
                     boundary demarcation. The fire/ smoke was observed at some part of the dumpsite.
                     Water  from  borewell,  which  is  within  the  dumping  ground  is  being  used  for
                     extinguishing the fire. Out of the three entry points to the dumping ground, entry points
                     at north and south-east sides are provided with gates and metal sheet barricading.
               3.    About 60 tons of waste is being transported and dumped at the dumping ground by
                     RNN. About 15 persons at the dumping ground, manually sort glass, cardboard, paper,
                     metal  and  plastics,  etc.  from  the  fresh  waste  that  is  being  dumped  on  daily  basis.
                     These sorted wastes are bailed separately and sold in the market.
               4.    The dumping ground has been an outfall (discharge point) of the open drains carrying
                     sewage/  sullage  from  the  surrounding,  creating  water  logging  and  extremely
                     unhygienic conditions in and around the site.  Two drains each from Bankhandi area
                     Govind Nagar are discharging into the dumpsite. These drains are further meeting at
                     common point and then the final discharge takes place outside the dumpsite at south
                     side.
               5.    Puddles of leachate were observed at few locations of the Site.
               6.    The Site has no impervious barrier / geo-membrane laid at the bottom, and there is no
                     cover at the top.

               The below satellite imagery depicts the prevailing site conditions at the dumping ground
               in Figure 3-1 and 3-2.
