               1.4 REGULATIONS, GUIDELINES AND BEST PRACTICES FOR SWM
                       The Ministry of Environment and Forests (MoEF), Government of India, published
                       “Municipal  Solid  Waste  (Management  and  Handling)  Rules  2016”  (MSW  Rules
                       2016).  These rules were developed in conformance with Sections 3, 6 and 25 of
                       the Environment Protection Act, 1986 and aim at standardization and enforcement
                       of SWM practices in the urban sectors. In addition, “the CPCB shall coordinate
                       with  State  Pollution  Control  Boards  (SPCBs)  and  Pollution  Control  Committees
                       (PCCs) in the matters of MSW disposal and its management and handling”.

                 1.4.1 MSW RULES, 2016
                       Ministry of Environment & Forest (MoEF), Govt. of India (GoI) has come with new
                       rules for municipal waste management namely MSW Rules, 2016.

                       MSW Rules, 2016 stipulates that solid waste dumps which have reached their full
                       capacity or those which will not receive additional waste after setting up of new
                       and properly designed landfills should be closed and rehabilitated by examining
                       the following options:
