Pros and cons associated with leasing
• Seasonal staff can be employed outside the constraints of local government
awards.
• Lessees of facilities may not be up to date with the latest industry trends.
• The facility owner is not burdened with the day-to-day management issues.
• The commitment of the lessee is very high as they only benefit from the work
they put in.
Contract management
In more recent times, more organisations that specialise in facility management
(commercial and community) are turning to contract management as their facility
management option. This means the facility owner is usually a private body, not
government.
Pros and cons associated with contract management
• The contractor can introduce management systems and economies of scale
through their network of other facilities.
• Contract management has a greater capacity for networking and staff
development compared to leasing.
• Questions can be raised about the loyalty of the contractor.
• The way the contractor supplies information may not meet the needs of the
council (owner).
• With contract management, the facility owner is not burdened with the
day-to-day management issues.
Management Committee
A facility management system that can be adopted by local government and
private/community groups is a management committee. A management
committee oversees the management of the facility. Its members are usually
elected from the facility’s members.
Pros and cons associated with a management committee
• The committee can be efficient or inefficient, depending on the skills of the
committee members.
• If local residents are on the committee, they can generate ‘ownership’ of the
facility in the community.
• The committee or individual members of the committee might have political or
personal biases that have the potential to influence decisions.
Self-management
A self-management system allows the facility to manage its own affairs once
the appropriate staff have been recruited. The key to this working well is to have
skilled staff managing all aspects of the facility.
