Subcontractor Management
Subcontractor Management
Purpose
The PM shall approach managing subcontractors based on the following principles:
• The PM shall be established to effectively support the needs of the subcontractors
• The PM shall establish and clearly define effective channels of communications with the
subcontractors
• A Statement of Work shall be developed jointly by the PM and CA, with each subcontractor
taking responsibility for the deliverables and services outlined in its areas of responsibility
• The PM shall reinforce all deliverables provided by the subcontractor will be subject to the
acceptance of Vysnova and the Government Client.
• The PM shall monitor and evaluate that subcontractor deliverables ensuring that they meet
and/or exceed the requirements of the contract.
• The PM shall review and approve invoices and shall support Vysnova Accounting in processing
invoices and payments for subcontractors.
• The PM understand all terms and conditions of each subcontract, including but not limited to
invoice management, burn rates, and reporting requirements.
Identifying and Verifying Subcontractors
Post Award, the PM shall follow up with subcontractors and confirm that they can commence
performance under Prime Contractor’s direction.
The PM shall verify that all subcontractors and consultants are properly licensed and insured in
accordance with the terms and conditions of the Prime Contract. The PM shall ensure that the
subcontractors take all the required training (e.g. HRPO). PMs will work with the CA to ensure that
all subcontractors are verified in SAM.gov to confirm that the subcontractor has not been
debarred by the Federal Government (see SAM Exclusion List in www.SAM.gov).
Subcontract Elements
Defining Statements of Work or Performance Work Statements
• Individual Statements of Work (SOW)/Performance Work Statements (PWS) shall be issued
with each Task Order issued under IDIQ base vehicle. Otherwise, general subcontracts and
Consulting Agreements will contain one specified SOW or PWS, unless additional scopes of
work are added through contract modification.
• PM shall reinforce that the Subcontractor shall only perform work under contract as directed
in written Task Orders issued by the CA.
• The PM shall specify each subcontractor’s deliverables/or services and required content
clearly defined in the proposed Statement of Work or Performance Work Statement in the
agreement.
• All constraints imposed on the subcontractor will be clearly identified in the SOW/PWS,
including schedule and budget constraints.
• The subcontract shall delineate that subcontractor personnel will report to the PM on all
technical matters.
