2.6.   The  decision  of  the  Student  Grievance  Committee  shall  be
                                 recommended to the Disciplining Authority for Approval and to
                                 be implemented by the DSSD.
                       3.  Fair Procedure in Applying Disciplinary Sanctions

                          1.1    On all occasions, the university official shall exercise fairness in
                                 applying  disciplinary  measures  to  the  erring  students.  This
                                 means  that  the  student  has  previous  knowledge  of  the
                                 standards of student behavior in the academic community, that
                                 she/he  be  informed  of  the  nature  of  the  charges  against
                                 him/her,  that  he/she  be  given  a  fair  opportunity  to  disprove
                                 them and that there be a provision for appeal of decision.
                          1.2    When  misconduct  of  a  student  necessitates  serious  penalties
                                 and  when  the  student  questions  the  fairness  of  disciplinary
                                 action taken against him/her, he/she should be granted, upon
                                 request,  the  right  of  being  heard  before  a  Student  Grievance
                                 Committee.
                          1.3    The student shall be informed in writing a proposed disciplinary
                                 action  taken  against him/her  for  a  period  of  three  (3)  days  to
                                 give the student a chance to prepare for the hearing.
                          1.4     The  student  shall  have  the  option  to  be  assisted  in  his/her
                                 defense, by the legal adviser.
                          1.5    The  erring  student  shall  be  convicted  only  on  the  basis  of
                                 substantial evidences,
                          1.6    The  student  shall  be  given  the  opportunity  to  testify  and  to
                                 present evidences and witnesses. The students has the right to
                                 question  adverse  witnesses  to  rebut  unfavourable  remarks/
                                 judgment  made against him/her and to be told of the names of
                                 those who made them.
                          1.7    All pertinent information or evidences must be presented before
                                 the  Student  Grievance  Committee  and  the  decisions  shall  be
                                 properly documented.
                          1.8    Decisions must be submitted to the Vice President for Academic
                                 Affairs  for  recommendation  to  the  University  President  for
                                 Approval.
                          1.9    The decision of the Student Grievance Committee shall; be final,
                                 subject to the student to appeal to the University President and
                                 finally to the Board of Regents.
                          1.10  Offenses committed by students outside the campus but related
                                 to  co-curricular  and  extra-curricular  activities  can  be  acted
                                 upon  by  the  Student  Grievance  Committee  provided  that  a
                                 formal complaint will be filed. The case will then be dealt with in
                                 accordance with the usual procedure.
                          1.11  Parents are requested to appear for a meeting/dialogue with the
                                 DSSD prior to the suspension of the student.
