SMART BORDERS
Word Customs Organization (WCO) has announced the slogan for International Customs Day 2019 as “SMART borders for
seamless Trade, Travel and Transport.” Although the Thai Customs Department has been organizing events to celebrate the
World Customs Day every year, in 2019, the WCO has sought out cooperation from the customs community in supporting
activities for the World Customs Day and promoting the “Smart Borders” concept, from the slogan “SMART borders for seamless
Trade, Travel and Transport.” The concept encourages Customs Compliance, Enforcement and Facilitation along the Nation’s
border with the focus on security, measurability, automated system, risk management and integration of technology to improve
efficiency of customs procedures. WCO defines “SMART” with the following elements:
1. S - Secure : ensuring security and safety of the international trade
2. M - Measurable : ability to measure customs work performances
3. A - Automated : exploiting automated-system to improve customs process and services
4. R - Risk Management-based : identifying and addressing potential risks
5. T - Technology : applying modern technologies to the work system to better cope with the digital era
The Customs Department has applied “SMART borders”concept to customs process and new projects; major projects include:
1. Electronic Payment System via Banking Channels (e-Bill Payment) The
project is in favor of the government’s “National e-Payment” policy, aiming to
reduce the use of cash and check. The system allows business operators to
make payment electronically via banking channels, such as Internet Banking,
Mobile Banking, ATM, bank counters and banking agent (non-bank.) Operators
are not required to register their bank account number in the Online Customs
Registration, nor provide bank code during goods declaration submission and
bank account number to which the transfer will be made. Additionally, Operators
can also print out receipts from e-Tracking system by themselves.
2. e-Tracking System provides service and facilitates business operators in
online status tracking of customs procedures. Registered operators can check
status of different procedures, such as the status of import goods declaration,
export goods declaration, customs procedure fee. Additionally, users can print
out tax and duty receipts for payments made via bank account deduction (direct
debit) and/or e-payment system by themselves with no need to come to the
Customs Department to physically pick up the receipts.
3. Pre-Arrival Processing is a system that promotes trade facilitation in
accordance with Trade Facilitation Agreement (TFA), one of the obligations to
which World Trade Organization (WTO) member states are subject. The system
allows importers to begin customs process before the arrival of goods, so that
no-risk goods can be immediately delivered upon their arrival, saving time and
expense and facilitating logistics system and international trade.
