Margaret Gilmore, Ph.D.

Dr. Margaret Gilmore currently serves as the proud Superintendent for Allendale School District in
Fairfax, South Carolina. She has over 37 years of experience in education and is successful in building
the capacity of school and district office leaders in fostering a culture that supports challenging and
equitable learning experiences for all students. Dr. Gilmore is acting under the State Superintendent’s
direction to move the school district into compliance with state accountability requirements. She is a
visionary leader who has made transformational strides in Allendale by placing strong emphasis on
student achievement, community engagement and recruitment of highly effective teachers and
leaders. She has extensive experience as a Diagnostic Review Lead Evaluator for AdvancED, in
providing and facilitating leadership in leading comprehensive evidence-based External Review Teams in
uncovering root causes for underperforming schools and districts across the country. Further, as an
instructional leader, Dr. Gilmore is experienced in assisting teachers in personalizing instruction that
addresses individual learning needs of students, data analysis, using data to drive instruction as well as
providing teacher feedback that improves teacher practice and promotes student learning outcomes.
Dr. Gilmore has served as an administrator in numerous leadership roles. She has served as a school and
district Leadership Transformation Coach/Administrator for South Carolina Department of Education.
During her time in Tennessee, she served as Assistant Chief Academic Officer for the largest school
district in Tennessee. She was responsible for the daily, effective and efficient delivery of instructional
programs and assisted in providing direct oversight of curriculum, instruction and school improvement
initiatives. She was also responsible for leading bi-weekly collaboratives with Instructional Leadership
Directors (principal coaches) to strengthen the overall instructional leadership landscape of schools.
Further, she organized instructional learning walks for over 200 principals in the district which resulted in
principals observing classrooms in cohorts and developing a common language around what rigorous
instruction should look like in every classroom.
Most recently, Dr. Gilmore was awarded the South Carolina Athletic Administrators Association 2020-
2021 3A/2A/1A Superintendent of the Year. She is married to the love of her life, Eugene Gilmore, for
37 years. They have two adult daughters, one son-in-love and one adorable granddaughter – princess
Kinsley Noelle.
