Joseph S. Taylor
Vice President; Recovery Industry Services Company (RISC)
Joe has been associated with the collateral recovery industry since 1961 as a Field Recovery
Agent and Recovery Agency owner. He served twelve years on the Florida Private
Investigation, Recovery and Security Council (PIRSAC) where he assisted in re-writing
Chapter 493 fs which regulates the Recovery, Private Investigation and Private Security
industries in Florida. He was also the chairman of the committee that developed the Florida
mandatory training for Florida Recovery Agents.

In 1999, Joe authored the Certified Asset Recovery Specialist (C.A.R.S. ) National
®
Certification Program which is now active in all fifty states. The C.A.R.S. Program is
recognized by both the collateral recovery industry and the lending community as the premier
certification program for collateral recovery professionals. He is also the author of “Bridging
the Gap”, a book designed to help the lending community recognize the unique requirements
of those who serve in the collateral recovery industry. Joe has also authored over one hundred
published articles on the self-help repossession process.
Joe has conducted training seminars on the self-help repossession process to lenders across
the country, including Barnett Bank, Wachovia Bank, AmSouth Bank, Americredit, Hyundai,
American General, Mitsubishi Financial, Chase Bank, Regional Acceptance Corporation,
Capitol One and Wells Fargo.
Joe is qualified to provide expert opinions on Wrongful Repossession litigation in both
federal and state courts and has been retained in that capacity in over twenty-five cases
nationwide.

After graduating from the University of South Florida Stamatis became licensed as a Florida
Recovery Agent and in 2004, he founded Asset Investigation and Recovery (AIR) and has
built AIR into six very successful Florida locations. He is a member of the American
Recovery Association (ARA) and the Florida Alliance of Certified Asset Recovery
Specialists (FLACARS)
In 2011, Stamatis and Joe co-wrote the Field Recovery Specialist (FRS) Operations Manual.

The FRS Manual was soon included in the C.A.R.S. Certification Program at which time

Stamatis became a Co-Author of the C.A.R.S. Program. Since that time, Stamatis and Joe
have co-written eleven Continuing Education courses and the RISC Compliance and
Operations Manual.
