INTRODUCTION
Certification … Why?
Statistics clearly show that comprehensive, professional certification programs, including
continuing education courses are the most effective way to address and attest to the
professional competency and credentialing of those who service repossession
assignments, manage the inherent risks associated with the self-help repossession
process and ensure the public safety. Professional certification is the primary element
in elevating one’s level of competency and reducing potential risks in any profession.
Arguably, self-help repossession activity is one of the most invasive acts allowed by law and
Courts across the country have consistently ruled that creditors are directly liable for the acts
of those they hire to service their repossession assignments. And so, it is of primary
importance that creditors ensure that the collateral recovery agents they hire provide proof of
their professional credentials through nationally recognized certification and continuing
education.

The primary purpose of the C.A.R.S. National Certification Program is to create
professional Industry Standards for helping the Recovery Agent manage the “inherent”
risks associated with the self-help repossession process and to raise their level of their
expertise and professionalism which should further ensure the public safety as well as
those who service self-help repossession assignments.
The Program is regularly monitored and updated as needed.
For the purposes of this certification program, we use the term, Recovery Agent to
mean an individual physically involved in repossession activity and Recovery Agency
to mean a business that provides repossession services.
