4.0 Modus Operandi
This chapter describes the methods and practices for the Osprey Team at a
powerboat event.
The Team Manager (TM) is the focal point for communications between the UIM
Commissioner and the Osprey rescue team. He confers with the UIM Commissioner
and the Promoter and attends all driver and safety briefings and then briefs the
Team on the duties and the schedule.
The designated TM delegates tasks to the relevant team members thus:
Preparation
1) The boats are released from their container and inspected for damage and
soundness. All parts are checked by the specified personnel.
2) The TM reports to the permanent UIM Commissioner to ascertain all
information relating to the Ospreys involvement at the event. Communication
protocol is determined at this point as to Names and Stations which are
normally UIM Commissioner (Named Individual), Osprey One and Osprey
Two. These are set for the entire event. (Boat 1 is usually Osprey One, etc.)
3) The ancillary equipments are checked and made ready for the event. Diving
equipment, air compressor, medical equipment, PPE, rescue equipment and
spares.
4) On completion of report to UIM Commissioner the TM and a SQEP Risk
Assessor carry out an Event Site Risk Assessment. This covers the facilities
for launching the rescue boats, ease of embarking and disembarking the
boats in the water, water state (Lake, River, Harbour) for depth, tidal
extremes, current directions (strength and quality) and the emergency
evacuation point to the local Medical Facility.
5) Prior to going on the water ALL race boats are scrutinised so that the
rescue team familiarise themselves with Canopy Release, Steering Wheel
Release, Drivers' Harness Release Buckles and the lifting strap points
because of dissimilar design and build of race boats.
6) The boats are assembled with the ancillary equipment and prepared for
launching.
7) The boats are tested on water to ensure correct operation without defect.
The boats and equipment are now ready to be deployed to cover the event.
