CALL FOR PROPOSALS - CONCEPT NOTE
SECTION 3 - Project description
3.1 Project objectives and expected results
Project objective and justification
What is the project’s objective and how does it link to the Fund’s principles and priorities, as
outlined in the call for proposals? What is the problem that the project is going to address?
What are the needs?
The current generation of young people face the worst job prospects in decades, yet previous
research into how 'NEET' youths feel about their own prospects and how unemployment affects
their mental health is scarce.
IPS is an evidence-based model to support unemployed young people in getting regular work
while receiving treatment. This target group is important and increasing all over Europe.
IPS has been conducted in few European countries. Research literature suggests a wider
interest in IPS and suggests that the intervention is effective across a range of cultures and
policy environments.
Project objective is to disseminate IPS method in beneficiary countries, resulting
in mobilization of IPS services providers. Project will directly impact NEETS after the advisors
have gained expertise and practiced a while.
Beneficiary countries recognized the need for better cooperation across the private and public
sectors in order to help NEETs. Poor cooperation between the public and private sectors could
be an obstacle to the introduction of the IPS method. Norway partners will share good practices
and beneficiary countries will transfer them to local and regional environment.
What is the project’s approach/method in addressing the challenges of the chosen support area?
Please make sure to address the chosen support area or areas if the project concerns more
than one.
General approach is to:
1. Develop innovative application to facilitate the integration of young people into the
counseling and learning process and to assist counselors in their work.
2. Transfer of know-how and best practice in dissemination of IPS method, and learn
about cooperation across the private and public sectors in Norway.
Specific methods are:
Issue a comprehensive Education Youth Technology Platform (EYTP) to support
