ADMINISTRATIVE division
This Division provides support services in terms of human and financial resources management, assets and
properties; efficient procurement, storage and distribution of supplies. It is mandated to strictly adhere
to sound accounting and auditing practices and be guided by circulars and other issuances of the City,
Department of Budget and Management (DBM), Commission on Audit (COA), and the Civil Service
Commission (CSC).
There are two sections under this: 1) Personnel and General Services and 2) Fiscal Management and Budget
Section.
The Personnel and General Services Section formulates plans of action with regards to organizational
development and human resource management. It also undertakes actions in relation to personnel welfare
and benefits and exercises administrative functions in accordance with existing Civil Service laws, rules, and
regulations in relation to human resource management.
Part of this section’s responsibility is to boost morale and capability of the whole BPLD Team. It organizes
training and seminars as part of the capability building programs of the Department. It also maintains adequate
stock and supplies inventory for the department, including preparation and the processing of financial
documents.
Current records, issuances, and pertinent administrative documents are also maintained by this section. On the
other hand, the Fiscal Management and the Budget Section prepares periodic reportorial requirements and the
periodic preparation of departmental budget, accomplishment reports, and other developmental programs.
