AN ADMINISTRATIVE REGULATION ESTABLISHING
A SAFETY POLICY AND SAFETY MANUAL
SECTION I: Purpose
1bc City of Farmington is committed to protecting people, property, and the environment
through a comprehensive health, safety, and environmental program.
The basis for our health, safely, and environmental program is that accidents causing injuries
or illness to personnel, damage to property, or impact on the environment are preventable. It is
everyone's obligation to prevent accidents, and all pers01mel are expected to conduct business in a
manner that actively integrates the elements of Farmington's Health, Safety and Environmental
Program into city operations.
The goal of the Fanninglon's Health, Safety and Environmental Prof,'Tam is zero accidents;
therefore, accident prevention continues to be of paramount importance. To this end, safety takes
precedence over expediency.
Fannington is committed to compliance with all state and federal health, safety, and
environmental requirements.
SECTION TI: Policy
Farmington has established procedures that provide direction on health, safety and
environmental matters to all employees. These procedures will be provided lo all affected
employees and their supervisors in the fol.11l of a Q.\Y.QLFllnningtgn Safetv Polley and Procedur~
Manual and the State of New Mexico Health and Safety Act (NMHSA). This manual will be
periodically evaluated in light of new regulations, law, and emerging industry practices.
The City of Farmington Insurance/Benefits division of the Human Resources Department
will ensure that all affected employees and their supervisors receive the most current policy and
procedure updates.
Each employee has a responsibility to participate in Fannington's Health, Safety and
Enviro1unental Program, and identify and take action on health, safety and environmental issues
without fear of retribution from peers, supervisors or managers.
Each manager and supervisor has the responsibilily, through personal example, to creale a
climate in which everyone shares a concern for his own safety and the safety of his fellow workers.
All employees have a responsibility to work safely on the job.

Violation of any procedure within the City orFnrmin!!.ton Spfety PoJicv and Procedure
Mnnunl and the NMHSA may result in disciplinary action, pursuant to the procedures in the City's
Personnel Rules. up · and including termination.
