AN ADMINISTRATIVE REGULATION GOVERNING THE DISTRIBUTION AND
OBTAINMENT OF CfTY SUBSIDIZED UNIFORMS., CLOTHING, SAFETV SHOES,
WORKBOOTS AND SUPERSEDING AR-99-6, AR-96-1, AR-91~1
The City Manager reserves the right to limit or withhold subsidies for clothing during periods of
financial difficulty.
This Administrative Regulation will apply to all employees listed in Attachment A Employees
covered under collective bargaining agreements are not eligible for this benefit.
The City will pay the full cost of shirts, jackets, bib overalls, coveralls, shorts, sweatpants, cargo
and other non-denim pants approved by the Department Head for use as a City uniform or work
wear. All of the aforementioned articles of clothing will have a City or DepartmenUDivision logo
attached. The employee is responsible for ensuring that a logo is affixed to any work wear with
the exception of jeans and work shoes. Work wear which does not display a City or City
Department logo may be deemed to be a taxable benefit to the employee in which case
appropriate employee taxes can be withheld from the employee's pay.
Allowances for, or purchases of, clothing will be made annually or every two years or longer in
accordance with Attachment A Police and non-union Fire allowances for uniforms may be paid
bi-annually as determined by the respective Department Head. All requests for clothing must
have Division Head approval. If an incident occurs at wor1< which renders an item of clothing
unacceptable for wear the Department Head may evaluate the item and make a
recommendation to provide for replacement clothing which may be less than annually or as
noted in Attac.hment A. A signed Receipt of Clothing and Authorization for Payroll Deduction
fonn (Attachment B) must be signed by empl<>yees receiving subsidized clothing or clothing
allowances.
Allowances for uniforms and work wear for Police and non-union Fire personnel may be paid
through the Payroll Division. With City Manager approval, other allowances for unifonns or wor1<
wear may be paid through the Payroll Division.

The City will pay up to twenty-five dollars ($25) each for denim pants or jeans up to a maximum
of five (5) pairs per year. The annual allotment for denim pants or jeans will be paid.through the

Payroll Division at the start of each fiscal year beginning July 1 with the appropriate payroll
taxes withheld. For employees hired mid-year, a pro-rata share for the cost of jeans will be
calculated and paid through the Payroll Division.
The City will pay 50% of the cost of safety shoes or wor1< boots/shoes up to a maximum of
seventy-five dollars ($75) for non Police/Fire personnel. The balance of the cost shall be borne
by the employee. The City's share of footwear may be paid through the Payroll Division or by
reimbursement through the Accounts Payable process with Division or Department Head
approval. The City shall provide up to seventy-five dollars ($75) once per fiscal year unless an
incident occurs on the job which affects the protective capability of the footwear. Certain
employee positions require that safety shoes be worn while on duty. These positiona are
identified in Attachment A. Non-safety or non-OSHA-approved shoes purchased may be a
taxable benefit to the employee unless there are specific shoe or uniform requirements common
to the trade. Police Patrol Division personnel, including Community Service personnel, and non-
union Fire personnel will receive an annual shoe/boot allowance of seventy-five dollars ($75).
