AN ADMINISTRATIVE REGULATION SUPERSEDING AR-91-2
GOVERNING EXECUTIVE SIGNATURE REQUIREMENTS AND
RELATED PAYROLL PRACTICES ON PERSONNEL DOCUMENTS
Section I. Temporary and Student Employees
All personnel documents, including Personnel Action Fonns and tennination documents
involving employees classified under temporary or student status, only require the signature of a
Department Head and Human Resources Director in order to be valid.
Section 2. Exempt Regular Employee Documents
All Personnel Action Fonns (PAFs) covering tax withholding changes shall only require the
signature of the Human Resources Director in order to be valid. All Personnel Action Fonns
covering name changes and address changes shall only require the signature of the Human
Resources Director and the appropriate Department Head in order to be valid.
Section 3. Other Regular Employee Documents
Only docwnents involving hiring and terminations of regular personnel and promotions of upper
level management shall require the signatures of the Human Resources Director, appropriate
Department Head and City Manager or Assistant City Manager in order to be valid. All other
routine P AFs will be deemed valid with signatures of the Department Head and Human
Resources Director.
