AN ADMINISTRATIVE REGULATION ESTABLISHING A
COMPASSIONATE LEAVE POLICY AND
SUPERSEDING AR-05-01
Section I. Purpose. A compassionate leave policy has been established to allow an employee the
opportunity to receive a donation of accrued vacation leave from other City employees for
extended medical leave reasons. The intent of this policy is to cover the period of time when an
employee's own accrued leave bank has been exhausted.
This policy is further intended to offset wage losses of the employee who, due to a
medical prognosis of a long-term, non-job related injury or illness or the employee or immediate
family member, must miss time from work in an unpaid status.
Section II. Eligibility for Receiving Compassionate Leave. In order to receive a donation of
accrued leave, the recipient employee must satisfy the following eligibility requirements:
A. Employee shall be a regular, full-time City employee.
B. Employee or the immediate family member must be under the direct care of a
licensed physician who has diagnosed a long-term illness or injury.
C. Employee must have used all of his or her accumulated leave times.
\ , D. The employee cannot be receiving workers' compensation or any other disability
benefits.
E. Benefits from the Compassionate Leave Bank shall not exceed 480 hours per
illness or injury.
F. Employees shall have no entitlement to Compassionate Leave which is donated
but not used by the employee.
G. If sufficient hours remain in the Compassionate Leave Bank when the employee
returns to work, forty (40) hours will be placed in the employee's sick leave
accrual.
Section III. Procedures for Requesting Compassionate Leave.
A. A Department Head, upon the employee's request, may request approval for
receiving compassionate leave time by submitting a written request to the Human
Resources Director, preferably at least one full pay period prior to the time being
donated.
1. The request must include the name of the employee, the nature of the
illness, injury, or disability and the date of onset.
2. The request must include the number of Compassionate Leave hours
requested and the period to be covered.
B. The Human Resources Director shall review the request prior to forwarding to the
City Manager. A completed medical certification form may be required to
support the request.
