5.2.4 DDRVTT Fail

EP31-DS3L identified by:

01. DDRVTT is only 0.2V (should be 0.9V)
02. Voltage of U18 RT9199 Pin1& 3 ok, and pin4 impedance ok.
03. Swap U18 ok.
Signal Explanation:
DDRVTT is termination voltage for DRAM Interface.

DDRVTT fails, so memory bus cannot work correctly and post code C1.
