I must at this point remind you all that the FBI has been keeping the pair of them under close
observation. It is quite possible they have paid her off for her information. She will more than likely
have informed on her post box and they may well have picked up the controller. They may also
want her out of the way if they are about to lift 889M.
Following the uncovering of two high profile Russian spies last year, we do not want to impede the
FBI investigation; however, we still want to know what is happening on our Manor.’
Mark Trede paused and cleaned his spectacles as he waited for his instruction to sink in. The
Deputy Director General of MI5 was famous for his theatricals, “tread the boards” was the impolite
nickname used by some of his subordinates.
‘Which brings me to the main topic of our meeting, Target 889M. Malcolm?’
‘Yes sir. After receiving the directive, he went to a private bank in Mayfair. The bank holds an
account in the name of Edward Alladyce and we know he has access to that account. Seven million
dollars had been paid into the account. Tracing where that has come from has proved extremely
difficult. Thomas, this is your domain.’
‘Thank you Malcolm.’ Thomas drew his papers into a neat stack but had no need to refer to them.
‘Money laundering is not just confined to criminals. Big business and even the treasury
departments of some countries find the need to hide the origins of their finances but they all follow
the same method.
There are three stages, Placement, Layering and Integration. In this particular instance the seven
million dollars would have a source or even various sources, even in differing currencies. The
money would have to be placed into circulation through financial institutions and businesses, both
local and abroad. This can involve anything from currency smuggling or even bank complicity, an
easy option in some third world countries. Probably the most straightforward method is Asset
Purchase to change the form of the proceeds from conspicuous bulk cash to some equally valuable
but less noticeable form.
Then the money has to be layered. This is the stage that makes detection of the money laundering
activity extremely difficult to uncover. Successful layering means it can be impossible to detect
where or by whom the original placement was made. Once the money is in circulation it can go
through several stages of banker’s drafts and money orders, purchasing and reselling many times of
assets, property bought in one country and then sold to a purchaser in another for example. The
more layers the less likelihood of detection.
Finally, the money is integrated into the economy, in this case through Edward Alladyce. After all
this layering, the money paid into the account would have come from various sources all appearing
to be legitimate business or investment income. Edward Alladyce can now spend the money or
transfer it between banks and different accounts or even different countries. G H Thorpes and co.
will confirm the money is legitimate.
