goal was to provide excellent customer service while saving taxpayer dollars.
In the midst of the Base Realignment and Closures, hiring and wage freezes,
and sequestration, I helped maintain a high level of professionalism.
I am Foye Brewer and I served in various Department of Defense (DoD)
organizations spanning a career of over 35 years. During my career, my
experience was primarily in the areas of information resource management,
information systems development, and acquisition strategy.
I served as project officer to automate worldwide intelligence activities of the
U.S. Army Intelligence and Security Command (INSCOM), such as the
Human Intelligence/Counterintelligence (HUMINT/CI) system, and a software
application system for Field Station Augsburg and Field Station Kunia mission
systems. I supervised project officers in the development and implementation
of the Headquarters INSCOM Local Area Networks (LANs), the INSCOM
INTELINK Implementation Plan, and the INSCOM Migration Defense
Intelligence Threat Data System/Theater Rapid Response Intelligence Package
(MDITDS/TRRIP) fielding. I supervised the Army Funding Manager for the
Single Source Logistics System (SSLSM) contract providing automation
sustainment support to over 100 Army sites.
During the final phase of my career, I served as the Acting Assistant Deputy
Chief of Staff for Information Management/Automation and as such directly
supervised a professional staff engaged in the long-range management
planning, resource programming, contracting and budget execution. I was
responsible for managing a multi-million-dollar Automation/Infrastructure
Resource Program. I developed and coordinated program and budget essential
input to the General Defense Intelligence Program (GDIP), Combined
Cryptologic Program (CCP) and the Army BA11 (P2) Program, the INSCOM
Investment Strategy Plan and provided management oversight of budget
execution. I interacted with senior members of Headquarters Department of
the Army, National Security Agency and Defense Intelligence Agency on a
daily basis. I supervised the staff responsible for developing and
implementing the procedures for safeguarding all Army Service Cryptologic
Element (SCE) resources, both systems and networks against hostile
exploitation or unauthorized use.
