(BSM) end users. I served as expert analyst and advisor to the Process Owner
and other senior agency management on Procurement program / process
improvement initiatives, and the development and implementation of policies
and procedures for the Procurement process area.
I assessed the impact of policy/legislative requirement from the Department
of Defense and Congress to determine the required action. I served as an
agency expert for interpreting regulatory requirements that impact the process
area. I coordinated and responded to major Congressional, and General
Accounting Office (GAO), or Inspector General (IG) investigations audits and
/ or inspections.
I am Barry Decker, a Veteran, and I served in the Department of the Army.
After retirement as U.S. Army Command Sergeant Major, I worked at the U.S
Army Garrison at Aberdeen Proving Ground in Maryland, to start an
installation recycling program. This involved the curbside collection and
recycling of materials from the installation housing areas and commercial
recycling of materials from the installation’s office buildings. After
collection, our activity processed the materials and sold them to commercial
outlets, generating large funds for the American taxpayer, cleaning up the
environment, and recycling. As the program grew, it was placed on an
appropriation fund contract basis and I served as the Contracting Officer’s
Representative managing the contract. As a Department of Public Works
(DPW) officer, I served as a member of the Emergency Operations Center
(EOC) staff, coordinating the requirements of emergency event first
responders, requesting DPW support of personnel, equipment, supplies, and
transportation to assist them in firefighting, oil spills, chemical, biological
and radiological accidents, or weather-related situations.
I am Margarete Decker and I served in the Department of Defense at the
United States Army Garrison at Aberdeen Proving Ground in Maryland.
During my 26 years of federal service, I served as a Budget Analyst in the
Resource Management Office involved in processing thousands of documents
paying for goods and services; analyzed execution of direct budgets; prepared
and entered cost transfers for labor; verified that obligations and expenditures
occurred on a timely basis in accordance with the obligation plans; and
corrected errors and reconciled ledgers so the budgets balanced. As an
