young astronomer, making stellar observations to determine the earth's rotation
            (the length of the day) and polar motion (the wobble of the Earth's axis).  For

            centuries these astronomical observations had been the basis of our time
            system, the length of the units of time.

            With the development of atomic clocks after World War II, a more precise time

            system became possible.  Thus, in the 1960s, I also monitored and operated our
            sole atomic clock.  Over the next 35 years, I continued this work.  Having
            started with a single atomic clock (cesium standard), I was eventually riding

            herd on 60 cesium standards and hydrogen masers.  While that single atomic
            clock was truly amazing, having sixty guaranteed an even more accurate and
            reliable time system.


            My work supported the civil side of time, navigation, and communications, as
            well as the military side of the same.  In the 1980s, I was tangentially
            supporting the iconic strategic Peacekeeper (MX) project.  My group from

            USNO provided astronomic positions and the gravitational vertical for the
            missile launch pads, or, as I jokingly put it, we told the Air Force where they
            were and which way was up!


            My career culminated by providing the precise timing for Global Positioning
            System (GPS). I had 34 years of challenges and fun.  And, the Navy and
            civilian society both benefited from my work.



            I am Rochelle S. Cleaver and I worked for the U.S. Navy Depot in
            Mechanicsburg, Pennsylvania, from 1978 to 1987, first in Foreign Military
            Studies Office (FMSO), then NAMSO, and finally in Ship’s Parts Control

            Center.  I was fired in 1987 for reasons I cannot ascertain.  I have a pension
            from the Navy.  I received another M.A. in National Security from American
            Military University in 2016 online with a major in Terrorism Studies.  I
            graduated with honors.  I am currently enrolled in Liberty University for a

            Ph.D. in Public Service with a specialty in International Relations.

            I did volunteer work for the VA Hospital in Lebanon, Pa., and also do

            volunteer work at the Army War College in Carlisle, Pa.  I do research work
            there and answer letters.  I have a full-page letter from President Obama
            thanking me for my suggestions for all the years he was in office.  I also

            regularly send suggestions to the Department of Defense, FBI, and the
            Department of State.  That is what I am now doing with my advanced
            education, rather than using it at the Navy Depot.
