power to Bao-Dai government to get the support of the National
groups, and the people. However full independence does not
granted until 1954, and Dien-Bien-Phu battle was the last one
for the First Vietnam War.
General Henry Eugene Navarre replaced General Raoul
Salan at May 1953 after General De Lattre De Tassigny was
passed away in 1951. He was commander in chief of the first
Indochina war while the flame of war was spreading anywhere
and dreadful for the people.
Under General Navarre order were 24,000 French soldiers,
mostly officers, and warrant-officers; 68,000 Foreign Union
Legionnaires; and 49,000 French African Colonies. Also,
369,000 soldiers that recruited in Indochina, mostly the Vietnam
National Movement forces, and Vietminh’s related victims.
At this time British was giving independence to some
countries in Africa with the British Commonwealth agreements,
while France’s economy was going down and did not give up
their dominated ambition on the colony's countries. Therefore
French militarist got the strong resistance from Africa people
and sunk deep into the Indochina war by the Vietminh’s
guerrilla tactical.
