C. A break in the rail that prevents passage of rail movement or
engines in the working limits.
NOTE: For the purpose of this Tier 1, the affected track
and adjacent area includes the track(s) on which the work
is being performed and an area extending four (4) feet
from each outside rail.
NOTE: An effective securing device, when used on a
manually operated switch or derail, means one which is
vandal and tamper resistant and designed to be applied,
secured, uniquely tagged and removed only by the group
of employees for whom the protection is being provided.
Communicating By Radio
13-112 “Three-Part” communication is required prior to initial movement
of equipment. “Three-Part” communication consists of the
following minimal guidelines:
A. The sender initiates communication by calling the
receiver.
B. The receiver acknowledges the communication by calling
the sender by his position and then repeating the
directive.
C. The sender confirms by answering, “Correct”.
D. If the repeat from the operator is not correct, the sender
will state, “No” and the process will be repeated until
correct.
NOTE: “Three-Part” communication is not required after
initial movement when providing additional directives for
that specific movement, such as countdowns or the
directive to “Stop”.
General Requirements for Radio Use
13-113 Crew members must voice-test radios at the beginning of each
shift.
13-114 Radios must be set to the appropriate channel (channel must be
separate from other communication traffic) at a volume to
ensure continuous monitoring. A second radio should be turned
on and monitored when the engine radio is being used on
another frequency.
13-115 Crews must know and use the proper identifying designation for
radio communications.
13-116 Communications should be brief, limited to railway business,
and contain only essential instructions or information.
13-117 Transmissions must be clearly understood by all parties before
being acted upon.
