13-118  An emergency communication has absolute priority over all other
                                         transmissions.

                                 Pushing Equipment

                                 13-119  Equipment shall not move without proper signal. When working
                                         with a ground crew employee, all movements are made on the
                                         ground crew employee’s signal. Before giving a signal (radio or
                                         hand) for the operator to move equipment, the ground employee
                                         shall make sure that all persons and equipment are in the clear.

                                 13-120  Ensure switch is lined for the route to be used and there is no
                                         conflicting movement.

                                 13-121  Determine the distance to be traveled.

                                 13-122  Determine if there is sufficient room on the track to hold the cars.

                                 13-123  Take into consideration the method to be used to control the
                                         movement (hand signals, radio, Belt pack), and allow for
                                         differences in reaction time.

                                 13-124  Cars must not be moved with the brakes fully applied.

                                 13-125  Hand brakes must not be released until it is clearly identified how
                                         the movement will be controlled and stopped.

                                 13-126  Someone must always be in a position to observe the leading end
                                         of the movement and relay signals to the equipment operator.

                                 13-127  Prior to pushing equipment, determine which of the following point
                                         protection methods will be used:

                                         Observing from the ground
                                         Note: This may entail walking with or ahead of the movement.
                                         A.  Take a safe position on the ground to continuously observe
                                             both the movement and the remaining track to be used.
                                         B.  Control the speed to be able to stop within half the range of
                                             vision of equipment.
                                         C.  Be on the lookout for derails, switches, flags, and conflicting
                                             movements.
                                         D.  Do not approach any public, private or farm crossing unless
                                             protected as per rule.

                                         Someone else delegated to observe the point
                                         Note: This may entail walking with or ahead of the movement.
                                         A.  Confirm that a competent trained observer is and remains in
                                             position to see the movement and the remaining track to be
                                             used.
                                         B.  Verify from the observer that there are no derails, switches,
                                             flags or other conflicting movements on the portion of the
                                             track to be used.
