lever in CENTER position; (3) place generator field or
equivalent load control switch (if equipped) in OFF
position. Generators must be placed in the off position for
remote control locomotives; (4) after completing 1,2,3
above, the operator will verbally notify the requesting
employee that 3-Step Protection is provided. Note: only
after receiving verification from the operator that 3-
Step Protection is provided may the requesting
employee go between standing equipment.
13-106 Removing 3-Step Protection: Only after the employee who has
requested 3-Step Protection has cleared the equipment may he or
she request removal of 3-Step Protection.
13-107 Only after the employee who requested 3-Step Protection has
notified the Operator to remove 3-Step Protection may the operator
change the position of any of the controls listed above.
Worker Protection
13-108 Blue signals displayed signify that workmen are on, under, or
between rolling equipment. A “blue signal” is defined as a clearly
distinguishable blue signal or a blue light. Blue signals should be
used during daylight hours and blue lights used during non-daylight
hours.
13-109 If work requires personnel to be on, in, under, or between cars
performing work such as; welding, repairs, cleanout or other work
not normally performed by rail switching personnel, then blue signal
protection is required on tracks and switches controlling those
tracks. When blue signals are displayed:
A. The equipment must not be moved.
B. Other rolling equipment must not be placed on the track so as
to reduce or block the view of the blue signal.
C. Rolling equipment must not pass a blue signal.
13-110 Blue signals may only be removed by the same person or
workgroup that displayed the signals.
Roadway Worker Protection
13-111 Prior to performing track maintenance or repair work the affected
track and adjacent area must be rendered inaccessible to rail
movements and other equipment at each possible point of entry.
The track may be rendered inaccessible by one of the following
methods:
A. A flagman with instructions and capability to hold rail
movements and equipment.
B. A switch is properly lined or a derail is in place to prevent
access and secured with an effective securing device.
