C. Confirm that the observer can maintain continuous
communication with the person controlling the movement.
D. Do not approach any public, private or farm crossing unless
protected as per rule.
E. Be prepared to stop your movement prior to reaching half the
distance last reported by the observer.
F. Stop immediately if you fail to receive additional information
from the observer.
Known to be clear
A. The track must be seen to be clear just prior to movement.
B. You or a qualified observer must visually verify that there is
sufficient room on the track to hold the equipment being
shoved.
C. Verify there are no derails, switches, or flags on the track to
be used.
D. Determine that the track will remain inaccessible to other
movements, such as: (1) track with only one entrance, (2)
track access controlled by qualified personnel.
E. A system of cameras and monitors may be used to ascertain
when the route is seen or known to be clear.
F. Do not approach any public, private or farm crossing unless
protected as per rule.
Riding equipment
A. Persons shall not ride between cars of trains, on the leading
end of trains, on the leading end of single railcar, or in other
locations on trains that expose persons to hazards from train
movement.
B. If riding on rail cars in necessary, rail workers should ride the
side of the car, using stirrups and handholds provided and
face in the direction of movement. Only one person is
permitted to ride or occupy the same ladder or step on rail
equipment at the same time.
C. Riding on crossover platform at end of car, or riding brake
platform is prohibited.
D: While riding inside a locomotive, ensure that you are
prepared for sudden starts, stops or slack action.
Coupling to cars
13-128 Cars shall not be coupled to until it is known that such cars are
secure. Hand brakes shall not be released until it is known that
all cars are coupled and, where air is cut, that the brake system
is charged sufficiently.
13-129 Cars shall not be coupled at speeds exceeding 4 miles per
hour.
Securing equipment by applying hand brakes
13-130 Hand brakes should be fully applied with a force equal to the
normal physical capability of the employee. If a hand brake is
