Abstract
This study aims to explore the issues of the Basic Academic Competence
Test implementing on elementary school students in Hualien County. The
method employed case study research design. The findings are as follows.
The progress of courses is influenced, the testing scope is too wide,
and the way of assessment is fixed and not diversified. Academic course
teachers, on the one hand, need to make reports for students with
declined grades, thus, they are facing the pressure of giving the review
lessons. Other issues include numerous manipulated variables, the
questioning of the test fairness, and so on. Students, on the other
hand, become demotivated due to excessive review lessons and are
exhausted by the increased amount of assignments, while some are even
careless and those with poor academic performance worry about labeling.
Academic performance is over emphasized and the enjoyment of reading
is eliminated.
The most critical keys to the solution are the development of students'
reading ability, differentiated instructions, and depressurizing the
teachers. It is suggested that basic academic competence testing be
solely used to evaluate the competence of the students instead of
burdening the teachers with a mere grades comparison as well as
competition.
