21ST CENTURY LEADERSHIP SKILLS OF DEPED PERSONNEL UNDER THE
RATIONALIZATION PROGRAM

TThis study determined the extent of use of the 21st century leadership skills of DepEd
personnel under the Rationalization (RAT) Program of Region I SY: 2015-2016. Specifically,
Problem No. 1 focused on the profile of the respondents which included variables namely
age, sex, civil status, highest educational attainment, position, trainings attended and attitude
towards work. Problem No. 2 dealt on the extent of use of the 21st century leadership skills
of Deped personnel under the RAT Program along the following areas namely desire to excel,
decision making, problem solving, ability to influence others, professionalism and ethics, team
work, media literacy, use of multimedia, coaching employees and delegation of work. Problem
No. 3 determined the significant differences in the extent of use of the 21st century leadership
skills of DepEd personnel under the RAT Program across the profile variables. Problem No. 4
focused on the significant relationships in the extent of use of the 21st century leadership skills
of Deped personnel under the RAT Program and the selected profile variables namely sex,
educational attainment and position.
Further, the respondents are within the age bracket of 35-39 years old and 40 years
old and above. Majority of them are 40 years old and above, females and married. Majority are
Doctoral Degree holders, Public Schools District Supervisors, attended trainings from district to
international levels, and have the right attitude towards work. The respondents’ extent of use of
the different 21st century leadership skills is generally “very extensive” with “ability to influence
others, professionalism and ethics and teamwork” having the highest weighted mean. The area
along use of “electronic media and multimedia facilities” obtained the lowest weighted mean
of 3.95 respectively described as “extensive”. There is no significant difference in the extent
of use of the 21st century leadership skills of Deped Personnel under the RAT Program across
the profile variables. There is no significant relationship between the extent of use of the 21st
century leadership skills of Deped personnel and the selected profile variables such as sex,
educational qualification and position.
The following are hereby recommended: DepEd personnel under the RAT Program must
be encouraged and should take the initiative to finish their Doctoral Degree considering that they
are occupying key positions in the Division offices. All concerned personnel must always aspire
for excellent leadership skills by being innovative and transformative using the 21st century
skills standards. More appropriate and relevant variables should be explored to better determine
the respondents’ 21st century leadership skills along the different areas mentioned in problem
number two (2). DepEd personnel should maintain a very extensive use of their 21st century
leadership skills at all times even though their variables vary.
