IMPLEMENTATION OF GENDER AND DEVELOPMENT PROGRAM
JOSE GERARDO R. GARCIA
This study determined the level of responsiveness of public secondary school teachers
of the six (6) divisions of the province of Pangasinan to Gender Awareness and Development
Programs S.Y. 2015-2016. Specifically, it looked into the following: profile of the respondents
in terms of age, sex, highest educational attainment, number of years of teaching experience,
number of relevant training attended, and attitude towards teaching; the level of responsiveness
of the respondents in the gender awareness and development program along culture, gender
analysis, gender discrimination, gender division of labor, gender equality and equity, gender
mainstreaming, gender needs, and gender relations; the significant differences in the level of
responsiveness of the public secondary teachers in gender awareness and development program
across the profile variable; and the significant relationships between the level of responsiveness
of the public secondary teachers in gender awareness and development program and selected
profile variables.
The findings are summarized in order of which the problems and hypothesis were
raised in the study. The teacher respondents of this study relatively belong to an age bracket
of 21 to over 51 years of age, female, with Masteral Degree Units, have 5 years of less number
of years of teaching experience, with the rest having 10 to over 21 years, and remarkably
have very positive attitude towards teaching. The teacher-respondents’ responsiveness towards
Gender Awareness and Development Program obtained a Grand Weighted Mean rating of
4.37, which means very responsive. The teachers being very responsive to Gender Awareness
and Development Program, is indeed an exemplary compliance to the implementation of said
programs per se, and can be taken to be a support as well to the Philippine Plan for Gender
Responsiveness Development (PPGD) 1995-2025, a 30-year strategic plan for woman. In this
study age and attitude toward teaching evolved to be very good sources of variance between
and among the teacher-respondents in their responsiveness to GAD program. Likewise, age
and attitude toward teaching appeared to be very good indicators of relationship between the
teachers’ profile and their responsiveness to GAD program.
The following are hereby recommended. The teachers shall take bold steps to upgrade
their professional profile particularly with respect to: upgrading their educational qualifications
through graduate studies; enriching the teaching experience through in- service trainings and
sustaining with more enhancement, their very positive attitude towards teaching. The teachers’
responsiveness to GAD program, should be sustained and should serve as wake-up call to all
others to be compliant to the program. There should be a research advocacy to explore other
significant variables, concepts or constructs as good sources of variance as well as excellent
indicators of relationships as features of scholarly research endeavor.
