On account of the findings of this inquiry, the following recommendations are forwarded:
(1) the management of the VWD should initiate the creation of more plantilla positions in order to
accommodate the qualified job order employees to make them feel more secure in their positions
and thus provide better services to the concessionaires. (2) To continually provide quality services
to the concessionaires and increase patronage, VWD should improve its office building facilities
to accommodate the requirements of senior citizens and the handicapped, review its pricing
standards by considering the capability of the concessionaires and the profitability of the district,
and institute firm internal control on the materials and supplies in order to ensure efficient
operations. (3) To meet the diverse requirements of the concessionaires, VWD should continue
to upgrade the skills of its employees through attendance to relevant trainings and seminars.
(4) In order to better appreciate the needs of the concessionaires, VWD should institutionalize
a feedback mechanism through the setting up of suggestion boxes in strategic areas. For this
purpose, feedback forms or comment cards should be made available to all concessionaires. (5)
The implementation of the proposed enhancement program is highly recommended.
TECHNOLOGICAL CAPABILITY OF RURAL BANK
OF ROSARIO LA UNION, INC.

This investigation sought to determine the technological capability of the Rural Bank
of Rosario (L.U.), Inc. Specifically, this study ascertained the profile of the respondents in terms
of age, sex, civil status, educational attainment, length of service and current position; the
bank’s current technological capability; the problems encountered in sustaining the technological
capability of the bank; and the proposed intervention measure aimed to improve the services
related to the technological capability of the bank. The descriptive-case study method was
utilized involving total enumeration of the employees of the bank’s branches and five (5)
respondents from its head office. This study found out that most of the respondents were below
40 years old, married, college graduates with less than 5 years in the service and frontline
service providers. The Rural Bank of Rosario (L.U.), Inc. was perceived to be “highly capable”
in its technological capability in terms of Accounting and Information Systems, and Quality of
Services. The problems encountered in sustaining the technological capability of the bank in
the area of Quality of Service was perceived to be “Serious,” while accounting and Information
Systems area was perceived to be “Moderately Serious.”
On the basis of the findings of this study, the following conclusions were drawn: 1)
The relatively young and academically prepared workforce implies the existence of energetic
and highly capable employees of the Rural Bank of Rosario (L.U.), Inc. but its young and
inexperienced personnel also connotes a fast turn-over of workers. 2) With a high capability in
terms of Accounting and Information Systems, and Quality of Service, the bank has a greater
