71 o bog to state that all tho Bahrainis are awaiting the result
of this our voyage and your immediate excellent actions on this
petition. If no useful rosuit is securod, all the respectable
Bahrainis are prepared to come to visit you because the time has
changed and education has spread all over the world, If, God
forbid, their object is not satisfactorily secured, it is possible

Y/ith regard to the misrepresentations of Arabs about the
presence of the Political Agent and K.3.Shaikh Hamad ben Isa Al
Khalifah in the Customs, we beg to oxplain to you that before
putting these new rules in force and establishing the Court of
Justice at Bahrain, the Government of Bahrain had not court to
deal with claims but the Political Agent had a low court for
dealing with the cases of foreign subjects.
'.Then tho Court of Justice was established for the Bahrain

Government, in view of the cases between tho local and foreign
subjects and in order to remove the trouble from the people, the
Political Agent usj/(ed to appear in tho Customs 2 days a week to
dispose of the cases and in the same manner Shaikh Hamid. But
each of them attend to the cases relating to his own subjects,
that is, the rolitical Agent attends to the cases of foreigners
and Shaikh Hamad to the local cases. 'But as the Bahrain Govern
ment up to now do not know the laws they study the court arrange
ments from the rolitical Agent in most of the cases. Iloreover
                                  ex..-
on account of the presonjr of tho rolitical Agent in this place
Shaikh Hamad does not decide the claims of the subjects except

aocordingto tho right and justice. It is possible that if the
Government of Bahrain study in this manner they will learn the
