  Monitors implementation of public programs
              Reviews/approves prescreened public welfare eligibility applications
              Oversees group activities such as farmers’ cooperatives, fishermen cooperatives, etc.
              Provides education on ways to maintain financial sustainability
              Performs extensive field work and out-reach to all towns/cities under the municipality
              Participates in budget process
               Responsible for the development, control, maintenance, and reporting for special grants and
               special funds;
               Coordinates department fiscal data and information with the Municipal Budget Officer, Treasurer
               and Mayor’s Office and other fiscal control agencies, such as the Provincial and National
               government;
               Provides supervision, training, coordination, scheduling, and work evaluations for assigned staff;
               Performs a wide variety of administrative and staff support functions;
              Provides information, answers questions and inquiries to the public/constituents
              Explains policies, and regulations in person or by telephone
