to do for the state, to create a passport agency.
We were working with BSI consulting, I was part of that team with the management. We tracked
everything, we had to identify the department's strategic initiatives. With some of them we knew we
had to put on the backburner due to cost. The low hanging fruit we would tackle, we would write
recommendations. We had checks and balances on whether we were hitting everything. I worked with
the department as far as strategic initiatives, tracking the progress and ultimately coming up with
observations on how to hit those strategic initiatives.
5. Please describe your experience with electronic filing systems as it pertains to this position.
We use Laserfische with the City of Dublin. We have a very comprehensive system and we have a filing
guide. Some documents, they all have different retention periods. Minutes and resolutions are
permanent. We have a scanning and filing system where we know how to pick it up. Because it's
centralized we know all the records go and I think we just recently completed a big purge of physical
documents that took up a lot of room. I'm pretty proud - through team efforts we have a pretty
modern storage system. VFWD - I understand they use SharePoint - that's something I'm familiar with,
we don't really use it too much with Dublin. I feel that SharePoint is more intuitive. Something like
SharePoint might be a lot better then Laserfische. That's my experience in terms of records, and
electronic filing.
6. Please describe your experience in evaluating technology and operational procedure utilized in an
administrative department and your approach to implementing change, if needed.
Netfile is a campaign filing system. I implemented that system for San Mateo County and with Dublin.
What it does is instead of having an 87200 filer - rather than having them file by paper, they can file it
online, we get a copy of it, and we're all set. It saves us a lot of time. There's so much that you're doing
for a City Clerk's office. I implemented those two systems there. I was part of a strategic initiative. I
wrote a proposal to our City Manager - they were happy about it.
San Mateo County elections has needed new elections - they malfunction constantly because of their
age. We have been trying to get a new system and we constantly are evaluating other systems to see
if they are going to work within the parameters that the State has handed to us. When evaluating
technology you have to have a more hollistic view and a forward thinking view. When you think about
how much money it's going to cost.
7. Please describe the roles in which you have had a relationship with a board of directors, and what
your role was in those examples. Can you provide an example of when you have had to research a
regulatory item and present your findings to the Board?
I've never had to report directly to the Board. Our department head provided a report on the vote by
mail election was the one who made the report. I was the lead on making the powerpoint. At some
City Council meetings I have done presentations. The most recent one that I have done is we chose
which Council Members would represent which commission. So I did the presentation and I was there
as far as when Council was discussing the item. They can see and be happy with and approve the
information. Usually I do presentations to our City Manger or our department head. The closest I have
done it is at City Council meetings.
