of my positions I have been the public records coordinator - to coordinate with our staff to make sure
that we have everything in time according with the Act. Have about 11 years of records management.
6. Please describe your experience in evaluating technology and operational procedure utilized in an
administrative department and your approach to implementing change, if needed.
I could talk a little bit about our switch over to electronic signatures. The Authority is very much about
innovation and change. He is supportive of taking risks. I attended the City Clerk's association meeting.
I became apart of the executive team here. I was thinking about the processes here, our chair rotates
annually. We started implementing digital electronic signatures. I started looking over admin code. I
did all this research on electronic signatures. I started looking at their website, and tried to decipher
the difference between a digital and electronic signature. Based on the research I presented a staff
report and presented it to our executive director. I got it implemented before the new chair came on
from Richmond. I ended up going with a company that wasn't DocuSign because it was a third of the
cost. Started doing the travel and expense reports to start out slowly. Started with private vendors, we
are still having issues with some of the bigger agencies like CalTrans. From tehre it turned into our
Director of Construction doing e-bidding - he was able to implement e-construction and e-bidding. It's
been evolving ever since. That was one of the policy things that I did here and changed. I used our
private agreements. Our Board was so excited about it they asked for me to do a tech series,
presented the DocuSign, and presented this other company and had basically presented the
technology and talked about what I had implemented. That was something that I implemented and
did here.
7. Please describe the roles in which you have had a relationship with a board of directors, and what
your role was in those examples. Can you provide an example of when you have had to research a
regulatory item and present your findings to the Board?
I work with 27 elected officials currently. I just discussed the digital electronic signature. 1851 past
last year that required elected officials to have sexual harassment prevention training. That was
something I implemented here. For those who didn't have it, I contacted our HR consultant to offer
the training. Another thing with the Board, I switched the agency over from filing electronically to
netfiles, in the first year that we implemented it, we had about 90% of people file electronically out of
150 filers. Another one, I took, after I came back from that annual conference, there was a section I
took about switching minutes to action items. We came to the agreement talking with the executive
members that I would take action as needed. I took back information that I got from the conference
and presented the findings and the things that I got from the conference. I sent that to the Board as
well and approved it.
Communication, Collaboration, and Personnel Management
8. This position will interact with managers throughout the organization as well as partner
organizations and individuals in the community. How do you evaluate whether your department is
providing a good level of customer service? What do you feel are some of the challenges to
achieving a high level of customer service?
I think you know, to provide good customer service, I have worked as a customer service rep with the
City of Vallejo, I have developed a good understanding of customer service. What I try to do here, we
don't have the customer service needs, like we had at the City. Just a clear understanding of what the
roles are. Just clearly defining the roles and respoonsibilities so there is not finger pointing between
