             1. Introduction

                    Traffic congestion and environmental pollution are the most  persistent problems of  big  cities in
             Vietnam such as Hanoi and Ho Chi Minh city. Public transport is always known as the best way to solve
             these issues, however, in some cities having high population density and tending to concentrate in center like
             Hanoi, efficient exploitation of public transport is very difficult because the number of vehicles accessing to
             urban center every day is overload with Hanoi’s recent transport infrastructure. In order to solve this situation,
             the application of Transportation Demand Management (TDM) [2, 3], especially P&R measure, has been
             studied in Hanoi and Yen Nghia station is as the pilot study.
