4.2 Clusters

To obtain responses as well as positive, comprehensive impact from the
stakeholders, five (5) main stakeholder groups have been identified. These
stakeholder groups have been categorised according to the following clusters:

Out of the five (5) clusters above, four (4) clusters are required for the
assessment of each Officer Being Assessed (henceforth PYD), namely three
(3) compulsory clusters and one (1) optional cluster. The identified clusters are
the key stakeholder groups that have significant work relationships with the
academic, executive and operational staff in the year of assessment.
