4.2.1 Cluster Details

               Stakeholders for academic staff are to be from three (3) compulsory
               clusters, which are the Management Cluster, Co-worker Cluster and
               Student Cluster, whereas for the optional cluster, it is either the External
               Client Cluster or Internal Client Cluster.

               Stakeholders for executive and operational staff are from three (3)
               compulsory clusters, namely the Management Cluster, Co-worker
               Cluster and Student Cluster (Internal Client) or Internal Client Cluster.
               The selection of clusters is dependent on the role and function of a
               Centre of Responsibility (henceforth PTj). There are PTj’s that provide
               services to students and there are also PTj’s that do not deal with
               students as clients. In this context, staff are allowed to choose one
               of the clusters to fulfil the condition of having three (3) compulsory
               clusters. As for the optional clusters, staff are allowed to choose from
               three (3) clusters, namely Student Cluster (Internal Client), Internal Client
               Cluster, or External Client Cluster. For staff who choose Student Cluster
               (Internal Client) or Internal Client Cluster, they are not allowed to choose
               the same cluster as an optional cluster to fulfil the condition of having
               four (4) clusters as decided by the University Management.

                   Co-Worker         •  Executive and Operational Staff from the same PTj

                                     •  Have a working relationship
                                     •  Do not have a supervisory relationship
                                     •  Same or different grade/service scheme
                                  (Note: Staff who have been appointed to an administrative position such as Dean/Director/Top University
                                  Management may nominate Deans/Directors/Top University Management (Vice Chancellor, Deputy Vice-
                                  Chancellors, Registrar, Finance Officer, Chief Librarian and UMMC Director) and Senate Members from other
                                  PTj’s as Assessors for the co-worker cluster
